Mr. Kalisa believes that the foundation of the rule of law in any country starts with a fair and equitable mechanism of accountability. Transparent and efficient accountability are the ones that give people trust and great value of patriotism.  Principles of rule of law range from institutional reform to capacity building of public actors. 

As legal practitioner, Mr. Kalisa started his career with the Office of the Prosecutor General in Rwanda, contributing to the rebuilding of a criminal justice legal infrastructure and developing mechanisms to protect rights of all citizens. At the international level, Mr. Kalisa served five years with the United Nations International Criminal Tribunal for Rwanda, where he actively contributed to the Rwanda criminal justice reform as well as assisted prosecutorial trial.

 

Mr. Kalisa has also worked with the American Bar Association Rule of Law Initiative (ABA-ROLI), where he designed capacity building programs and curriculum to improve skills of Central African Republic actors to promote responsive governance.
